This Public Information Centre provides you an important opportunity to review and comment on the first draft of the City’s Comprehensive Zoning By-law. A short presentation will be given at 7:30 pm which will be followed by a question and answer session. Prior to, and following the presentation, attendees are encouraged to review display materials and provide input. Members of the team will be available for one-on-on discussions for those who are interested.
We encourage all members of the public to attend this important Public Information Centre to review the first draft of the City’s New Comprehensive Zoning By-law and provide input.

Shaping Stratford, Stratford’s Official Plan Review, is all about helping the City build on its past success to implement its vision for the future.
The Official Plan includes a community vision and guiding principles, as well as general policy direction and a land use planning framework to guide the physical, social, economic and environmental management and growth of the City. However the current Official Plan was developed in the 1990’s and, while it has been amended to reflect changes, it requires a complete review.

Shaping Stratford Status
Following a comprehensive review process including a statutory public open house on Tuesday February 11, 2014 and a statutory public meeting on Tuesday February 18, 2014, an updated Official Plan was adopted by City Council on May 27, 2014 through Official Plan Amendment No. 19. Official Plan Amendment No. 19 has been sent to the Ministry of Municipal Affairs and Housing for approval. The Ministry may decide to approve, modify and approve as modified or refuse to approve parts or all of the Official Plan Amendment. Any person or public body is entitled to receive notice of the proposed decision of the Ministry if a written request to be notified of the proposed decision is made to the Ministry at the following address:

The Ministry of Municipal Affairs and Housing and the Upper Thames River Conservation Authority have provided detailed comments to Official Plan Amendment No. 19.
Since Official Plan Amendment No. 19 was adopted by Council, agricultural lands have been annexed into the City of Stratford. In order for all the lands currently within the municipal boundary to be in the Official Plan, a new comprehensive Official Plan Amendment is being proposed. A Public Open House on the proposed comprehensive Official Plan Amendment is scheduled for September 22, 2015 at 7:00 pm in the City of Stratford Council Chambers and the Public Meeting on the proposed Official Plan Amendment is scheduled for September 28, 2015 at 7:00 pm in City of Stratford Council Chamber. At the same time as Council adopted the updated Official Plan, they also adopted Urban Design and Landscape Guidelines. Click here to view a copy of the Guidelines.
At the December 14, 2015 Council meeting, City Council adopted Official Plan Amendment No. 21. Note that there was an existing OPA No. 20 dealing with “Special Policy Area for the lands bounded by Oxford Street, Burritt Street, Douro Street and Romeo Street South”. Therefore, previous references to proposed OPA No. 20 as part of this comprehensive OP Review was changed to Official Plan Amendment No. 21 (OPA No. 21) at the December 14 Council meeting.
Official Plan Amendment No. 21 (OPA No. 21) incorporates the recommendations of an Official Plan Review and Update carried out in 2012-2014 in accordance with Section 26(1) of the Planning Act and, repeals Official Plan Amendment No. 19, a comprehensive Official Plan Amendment, adopted on May 27, 2014. Official Plan Amendment No. 21 also includes lands added to the City on January 1, 2015 in accordance with the Minister of Municipal Affairs and Housing Restructuring Order of December 2010.

The Ministry of Municipal Affairs approved Official Plan Amendment No. 21 on July 21, 2016. One appeal to the Ministry’s decision was received. On January 11, 2017 the Ontario Municipal Board held a pre-hearing conference to deal with the appeal. At the pre-hearing conference, the Ontario Municipal Board verified the appeal (OMB Case/File No. PL 160830) applied only to the Cooper Site lands. With the exception of the appeal lands, Official Plan Amendment No. 21 came to effect August 11, 2016. To view a copy of the updated Official Plan click here.
